Former Defense Secretary Gilberto (GIBO) Teodoro, Jr. said that we must continuously upgrade the capacity of the Armed Forces of the Philippines (AFP) in order to be able to create a credible deterrent to external disputes. Equally important, Gibo Teodoro said, is to enable the AFP to promptly assist in humanitarian assistance and disaster response.

Gibo Teodoro, a 2022 senatorial candidate, said that with regards internal security, the Philippine National Police (PNP) should be reengineered, citing the need to review and refocus certain operational tasks and functions.

Gibo Teodoro, a former Tarlac congressman, said that pertinent laws should be amended to build up the PNP’s capacity, and reinforce their accountability and discipline standards so that the PNP can take on an internal security role at the forefront.
