Former Defense Secretary Gilberto (GIBO) Teodoro, Jr. said that educational reform is a platform he wishes to examine and take a deeper look into. He wants to ascertain the effectiveness of what and how it is being thought in all levels, and look into the contents and condition of their learning materials, particularly the textbooks that can be outdated and damaged.

Gibo Teodoro, a lawyer and the 1989 Bar Topnotcher, said Higher Education must be based on merit and should be free or affordable. It must be free to those who are truly deserving and affordable to those who can afford it and are also deserving.

Gibo said the State must invest in quality education starting at the Pre-Kindergarten level. He asserts that even in the electronic age, relevant content and face-to-face learning is essential.
