Former Defense Secretary Gilberto (GIBO) Teodoro, Jr. encourages an oversight function and pushes for capacity building for regulatory agencies to boost investments and business opportunities in the country. This he said in connection with the Ease of Doing Business and Efficient Government Service Delivery Act (RA 11032) that streamlines the systems and procedures of government services and improve the competitiveness and ease of doing business in the Philippines.

Gibo Teodoro, who has extensive experience in various private sector companies and industries, likewise said there is a need to curb corruption that is a barrier in the ease of doing business. Gibo, a 2022 senatorial candidate, said corruption can be deterred by equal enforcement of the law, incentivizing good performance and behavior, and reducing the discretion available to some officers and bureaucrats.

Oversight refers to actions taken to monitor public sector organizations and their policies, plans, programs, and projects. This ensures that organizations are achieving results, has good value for money, and are in compliance with applicable policies, laws, regulations, and ethical standards.
