Former Defense Secretary Gilberto (GIBO) Teodoro, Jr. said he will work to capacitate the Department of National Defense (DND) and the Department of Foreign Affairs (DFA) when he discussed the West Philippine Sea (WPS) issue. He said the two key departments must be empowered, capable to act and legally competent when the country is confronted with such concerns.

Gibo Teodoro, a lawyer and the 1989 Bar Topnotcher, said that the WPS being a primordial issue should have been addressed accordingly by the DND and DFA if they were fully enabled. He noted that the country lacks international law experts who have the capability to present our case to the world and that we have to rely on external counsel to make the basic judgements that we need.

Gibo Teodoro, a 2022 senatorial aspirant, said that we must be able to set our course of action diplomatically and legally in the international sense beyond the modicum of expertise.
