Former Defense Secretary Gilbert (GIBO) Teodoro called on barangay officials to continuously adapt to changes to ensure the fast delivery of services to all stakeholders especially to their constituents.  Gibo outlined Tarlac historical and current facts citing the need for key changes at the present time to ensure the further development of the province.

Gibo Teodoro, a former Tarlac congressman, was special guest during the 2023 Liga ng mga Barangay – Tarlac City Congress held at the Baguio Convention Center in Baguio City. Barangay Captains and other officials from Tarlac City’s  76 barangays were present during the event.

Also present were Tarlac City Mayor Maria Cristina Angeles, Paniqui Mayor Leonardo (Max) Roxas and Baguio City Mayor Benjamin Magalong who welcomed the city’s Tarlac guests.
